This is an appeal by Plaintiff Michigan Bell Telephone Company, d/b/a Ameritech Michigan (“Ameritech”) from an October 24, 2000 Order (“October Order”) and a February 5, 2001 Order (“February Order”) of the Michigan Public Service Commission (“MPSC”) interpreting an interconnection agreement between Ameritech and Defendant Level 3 Communications (“Level 3”).
