Opinion PER CURIAM.
2Per curiam
Appellant George Turner, appearing pro se and in forma pauperis, has appealed an order of the district court dismissing his civil rights complaint. Because the district court properly concluded that the complaint failed to state a claim upon which relief could be granted, we affirm.
Turner is currently incarcerated in the Lorton Reformatory, having been convicted of armed robbery in the Superior Court of the District of Columbia. On April 14, 1988, Turner filed in the district court a “Complaint for Violation of Civil Rights” pursuant to 42 U.S.C. § 1983 (1982). Named as…
