The Board of Liquor License Commissioners for Baltimore City (“the Liquor Board”) charged Respondent Steven Kougl and his company, Kougl, Inc., with violating provisions of the Rules and Regulations for the Board of Liquor License Commissioners for Baltimore City (“the Liquor Board Rules” or “the Rules”) that regulate sexual conduct and prohibit illegal activity on a licensee’s premises.
