In this case, we are tasked with reviewing a decision of the State Board of Contract Appeals, which determined that Milliman, Inc., Appellant, (“Milliman”), had breached contracts to provide actuarial services1 to the Maryland State Retirement System, Appellee, (“the System”), allegedly resulting in approximately $73 million in losses to the System as a result of a claim that the System had filed against Milliman pursuant to Section 15-219.1 of the State Finance and Procurement Article, Maryland Code (2001, 2006 Repl.Vol.);2 the claim assert*135ed that Milliman had understated the…
