This class action challenges the constitutionality of the Texas system of higher education 1 . Plaintiffs contend that the policies and practices of defendants, who are State officials and regents of public universities, have denied Mexican Americans who reside in the border area of Texas participation in quality higher education programs and access to equal higher education resources.
