P., as follows: The City appeals from a judgment granting summary judgment eliminating the building portion of the real estate tax assessment for the tax year 1985/86, amounting to $3,425,000, with respect to petitioner’s property at 147 East 50th Street, designated as Block 1305, Lot 28, in the Borough of Manhattan.
