The Commissioner of Social Services (hereinafter the Commissioner) filed this petition, pursuant to section 392 of the Social Services Law, to review the foster care status of George O. On June 24,1977, the natural mother (hereinafter respondent) signed a voluntary placement agreement transferring George’s care and custody to the Commissioner, and requesting placement for him until August 31, 1977.
