Joyce Swafford (“Swafford”), an employee of the Postal Service since 1986, alleges that she was sexually harassed by another postal employee and that the Postal Service failed to take appropriate steps to prevent or stop the sexual harassment. On April 10, 1990, Swafford filed a claim pursuant to the Federal Employees Compensation Act (“FECA”) 5 U.S.C. §§ 8101-8151 (1988).
