This is a direct appeal by the Secretary of State, the Auditor of Public Accounts and the Treasurer of the State of Illinois, defendants below, from a final decree of the circuit court of Sangamon County, which declared unconstitutional and void an act of the Sixty-seventh General Assembly, approved by the Governor of Illinois on July 9, 1951, entitled “An Act to amend Sections 9, 11a and 20 and to repeal Sections 9b, 9c, gd, ge, gf, gg, gh, gi, gj, glc and gl of the ‘Motor Vehicle Law/ approved June 30, 1919, as amended,” (Laws of 1951, p. 1147,) and which enjoined and restrained the…
