INTRODUCTION

In this civil rights action, brought pursuant to 42 U.S.C. § 1983, plaintiff Walter A. Burgess challenges the constitutionality of certain specified practices of the Pennsylvania Board of Probation and Parole (“the Board”). At all times relevant to this complaint, the individual defendants were members of the Board.
