OPINION AND ORDER

PAUL L. FRIEDMAN, District Judge.

On September 4, 2003, the parties in this litigation filed a proposed consent decree that they represented was a fair, reasonable and adequate resolution of these lawsuits. See Joint Motion for Preliminary Approval of Consent Decree at 1.
