This matter is before the Court on the parties’ joint motion for final approval of the proposed Consent Decree filed on June 30, 2006. This is the fifth major proposed consent decree in this class action, which was filed under 42 U.S.C. § 1983 and the Individuals with Disabilities Education Act, 20 U.S.C. § 1400 et seq.
