In this appeal, the City of Wichita (City) challenges numerous orders issued by the trial court in a habeas corpus action concerning the legality and administration of an effort by the City to collect unpaid fines through labor in the Wichita Work Program. Kathy Horst, individually and on the claimed behalf of others similarly situated, questioned the City’s actions.
