Plaintiff USfalcon, Inc. brings a post-award bid protest challenging a procurement decision of the United States Army Communications-Eleetronies Life Cycle Management Command (“CECOM” or “agency”). The agency excluded USfalcon from the competitive range in a negotiated procurement to award multiple Indefinite Delivery/Indefinite Quantity (“IDIQ”) contracts, under which awardees would have the opportunity to compete for future task orders.
