OPINION

STANLEY S. HARRIS, District Judge.

This is an action brought by plaintiffs for damages against the United States of America, pursuant to the Federal Tort Claims Act (FTCA), 28 U.S.C.A. §§ 1346(b), 2671-2680. A bench trial was held on July 5 and 6, 1990. After careful consideration of the evidence presented at trial and the parties’ proposed findings of fact and conclusions of law, the Court makes the following findings.
