WILKINSON, Chief Judge:

This case presents the question of whether the National Labor Relations Board may assert jurisdiction over a private employer whose relationship with its employees is the subject of extensive regulation through a government contract. Teledyne Economic Development challenges an NLRB order requiring Teledyne to bargain with a union representing two groups of Teledyne employees at a Job Corps Center.
