DECISION

Grasso Service Center, Inc. et al. (collectively "Plaintiffs") move for a preliminary injunction and declaratory relief. Plaintiffs pray this Court to enjoin Defendants Alan Sepe, et al. (collectively "City" or "Defendants") from implementing a new vehicle towing and storage plan created by Defendants. Further, Plaintiffs request this Court to declare that the new vehicle towing and storage plan is an unlawful use of power, involves an illegal tax, and abridges various constitutional rights of Plaintiffs.
