OPINION OF THE COURT
AMBRO, Circuit Judge.
This immigration case hinges on the relationship between prescription “drugs” and “controlled substances.” The Federal Food, Drug, and Cosmetic Act (“FDCA”), 21 U.S.C. §§ 301-399d, prohibits the unlicensed wholesale distribution of prescription “drugs” in interstate commerce. See 21 U.S.C. §§ 331(t) & 353(e)(2)(A). Similarly, the Controlled Substances Act (“CSA”), 21 U.S.C. §§ 801-904, bans the unauthorized distribution of “controlled substances.” See 21 U.S.C. § 841(a).
