Respondents-appellants (collectively “Taxpayers”) brought this action against the County of Charleston, Peggy A. Moseley in her official capacity as Charleston County Auditor, and D. Michael Huggins in his official capacity as Charleston County Assessor (appellants-respondents, collectively “the County”) challenging a county ordinance which grants a property tax exemption solely to owner-occupied primary residences.
