ORDER

MIHM, District Judge.

On March 1, 1984, Plaintiff Andrew Hollé filed in Illinois circuit court a “Petition for Adjudication of Rights of Lienholders and Adverse Parties” naming several Defendants, including the Secretary of the United States Department of Health and Human Services. On March 8, 1984, the federal Defendant removed the matter to this Court.
