OPINION

SCARBOROUGH, Chief Justice.

Petitioner, Giorgio Spadaro, filed a verified Petition for Writ of Mandamus against Theresa Trahan, respondent, to obtain disclosure of certain documents from the University of New Mexico (UNM) Part-Time Student Employment Office (the Employment Office).

Petitioner alleged that Trahan was the custodian of Employment Office records “required by law to be kept or kept necessarily in discharge of duties imposed by law.” Spadaro further alleged that he utilized the services of the Employment Office to obtain domestic help by means of job postings, and that Trahan,…
