EDENFIELD, Chief Judge.
On October 18, 1990, this Court granted defendant Blue Cross Blue Shield of Georgia, Inc.’s (“BC-GA”) motion for a more definite statement, but denied without prejudice its motion to dismiss the complaint for failure to plead fraud with particularity. Additionally, the Court determined that it had subject-matter jurisdiction over the action under 28 U.S.C. § 1331 (1988) and 31 U.S.C. § 3730(b) (1988), that collateral estoppel did not preclude the Court’s consideration of the subject matter jurisdiction issue, that the complaint on its face was pleaded sufficiently…
