THIS MATTER comes before the Court pursuant to the Plaintiffs’ Motions to Reopen the Case (#41); and the Plaintiffs’ Motion for Summary Judgment (# 42), the Defendants’ response (# 52), and the Plaintiffs’ reply (# 53).
