This case is on appeal from the Michigan Employment Relations Commission (MERC). Appellant City of Detroit (City) was found by MERC to have engaged in an unfair labor practice 2 in refusing to bargain collectively with appellee Detroit Police Officers Association (DPOA) regarding the standards and criteria used by the police commissioner 3 in determining promotions for members of the bargaining unit..
