These cases, consolidated for decision, present several recurring issues concerning the enforcement of court orders obtained by petitioner, the Department of Housing Preservation and Development (DHPD). In each case an order under the Housing Maintenance Code (HMC) (Administrative Code of City of New York § D26-53.01) directed the respondent to provide heat and hot water as required by HMC article 17 (Administrative Code § D26-17.01 et seq.).
