INZER, Justice:

This is a quo warranto proceeding brought in the name of the Sate of Mississippi on the relation of J. Guy Krebs, Erwin Caf-fey and Alvin H. Charlton, in the Circuit Court of Jackson County, seeking to remove from office appellees Bruce Bradley, May- or, and John O. Grant, Jr., E. J. Smith, Robert J. Dambrino, Jimmy H. Walker and W. L. Witchen, Councilmen, of the City of Pascagoula. The circuit court sustained a general demurrer to the complaint.
