On March 6, 1975 the Plaintiff filed his Application for Disability Insurance Benefits. The Plaintiff appeared pro se at his hearing before the Administrative Law Judge (hereinafter A.L.J.) who found Plaintiff ineligible for disability insurance benefits in a written opinion dated April 9,1976. On May 12, 1976 the Plaintiff filed for review of the decision of the A.L.J. by the Appeals Counsel, Bureau of Hearings & Appeals, Social Security Administration.
