MEMORANDUM AND ORDER
ATLAS, District Judge.
This tax case raises novel issues relating to limited partners’ tax obligations and the Tax Equity and Fiscal Responsibility Act of 1982 (“TEFRA”). The case is again before the Court on Plaintiff Morris Weiner’s Motion for Reconsideration of Summary Judgment [Doc. # 65] and Weiner’s Supplement to Motion for Reconsideration of Summary Judgment [Doc. # 71], to which the United States has responded [Docs. # 68, 74, respectively].
