—In a proceeding pursuant to CPLR article 78 to review a determination of Franklin White, as Commissioner of New York State Department of Transportation, to install a traffic signal at the intersection of Route 22 and 172, Franklin White appeals from a judgment of the Supreme Court, Westchester County (Pirro, J.), entered July 14, 1992, which granted the petition and enjoined him from installing the traffic signal at that location.
