In order to form a banking corporation to be known as the “State Bank of Sykesville,” the appellants, as required by law, presented articles of incorporation to tbe state bank commissioner with a view to obtaining his prerequisite approval. Tbe commissioner declined to approve tbe incorporation for reasons to be presently stated.
