This case involves the Arkansas Freedom of Information Act, Ark. Code Ann. §§ 25-19-101 — 109 (Repl. 2002 & Supp. 2003), hereafter referred to as “FOIA.” David Harris filed this FOIA action against the City of Fort Smith, Bill Harding (the city administrator), C.
