This case presents for review the matter of the proper construction to be given to AS 38.05.320(b) (granting to home rule cities and cities of the first class incorporated on or before April 1,1964, the right to conveyance of tidelands 1 seaward of their bounda-ríes). 2 The issue is whether the right should be limited to city boundaries as of April 1, 1964, or whether additional tideland conveyances should follow municipal expansion accomplished by annexation after April 1,…
