This case arises from the Board of Immigration Appeal's ("BIA") decision affirming the United States Citizen and Immigration Services' ("USCIS") denial of Marat Yrysbekov's I-130 immigrant visa petition, which he filed for the benefit of his non-citizen wife, Aiperi Mairykeeva.
