HOLDAWAY, Judge:

Kenneth B. Mason, Jr., Esq., appeals an August 1996 decision of the Board of Veterans’ Appeals (Board or BVA) which found that he was not entitled to the payment of attorney fees from past-due benefits awarded to his client, veteran John R. Vosefski, for an increased disability rating *81and for a rating of total disability based on individual unemployability (TDIU).
