Plaintiff, Cypress-Black Bayou Recreation and Water Conservation District, a political subdivision of the State of Louisiana, brought expropriation proceedings against defendants, Lewis Pirkle Conger and Winifred Pirkle Conger, for a recreation area and flowage rights over other property in connection with the proposed Cypress Lake Reservoir east of Benton, Louisiana.
