INTRODUCTION

Jules S. Cornfield (“Petitioner”) brings a petition under the Shipowner’s Limitation of Liability Act (“Limitation Act”), 46 U.S.C.App. § 183, for exoneration from or limitation of liability arising from an October 1, 2001 boating accident in which his son, Alan, and friend, Fred Hebig, perished.
