This case is before us on the petition of National Steel Corporation, Great Lakes Steel Division to review and set aside a decision and order of the National Labor Relations Board. The Board cross-petitions for enforcement of its order. 173 NLRB No. 65. The Board adopted the Trial Examiner’s finding that the company had violated Section 8(a) (1) of the Act, 29 U.S.C. § 158(a) (1), by maintaining a no-distribution rule prohibiting employees from distributing union literature during nonworking time in non-working areas of the plant.
