Petitioner-Appellant Gregory Lott (“Lott”) appeals from' the district court’s denial of his petition for a writ of habeas corpus, setting forth four bases for relief: (1) Lott’s case is prematurely before this Court inasmuch as the district court erroneously denied his request to conduct discovery and to hold an evidentiary hearing; (2) the three-judge panel that convicted him lacked jurisdiction; (3) Lott never executed a valid knowing, intelligent, and voluntary…
