MIKVA, Circuit Judge:
This case arises from an automobile accident occurring at an intersection whose traffic signals were nonfunctional. Amelia Long, the widow and personal representative of an automobile passenger killed in the accident, brought a wrongful death action against the District of Columbia and the Potomac Electric Power Company (PEPCO). A jury returned a verdict in favor of Long and against each of the two defendants, and the court entered judgment on the verdict.
