Central Illinois Public Service Company (CIPS) filed a petition pursuant to section 28 of the Environmental Protection Act (Ill. Rev. Stat. 1983, ch. 111½, par. 1028), requesting that the Illinois Pollution Control Board (the Board) establish site-specific water-quality standards for groundwater at the site of CIPS’ Hutsonville power plant. The Board denied the petition. On appeal the appellate court held that the Board was required to establish standards and procedures under section 28.1 of the Environmental Protection Act (Ill. Rev.
