In a comprehensive and carefully limited opinion, the United States District Court for the Southern District of New York, Thomas P. Griesa, Judge, held that the New York City Transit Authority’s blanket exclusion from employment of all persons participating in or having successfully concluded methadone maintenance programs — the plaintiff class in this action brought under 42 U.S.C. § 1983 — violated the equal protection and due process clauses of the Fourteenth Amendment.
