Plaintiff Karen Barryman-Turner, a former employee of the District of Columbia (“the District” or “D.C.”) Department of Corrections, alleges that the D.C. Department of Employee Services (the “Agency”) terminated her disability compensation benefits without adhering to the requirements of the Due Process clause of the Fifth Amendment and District of Columbia law.
