Proceeding pursuant to CPLR article 78 (transferred to this Court by order of the Supreme Court, entered in Albany County) to review a determination of respondents which found petitioner guilty of insubordination and misconduct and terminated her employment.

After a hearing on charges of insubordination and miscon*567duct against petitioner, the Hearing Officer issued his report which found petitioner guilty of more than half of the specifications of insubordination and all but one of the specifications of misconduct.
