Because the Wyoming Constitution contains no express provision conferring upon the governor veto power over a proposed constitutional amendment, I would answer the certified question in the negative. The process for amending the Wyoming Constitution is found in article 20 of that document, and nowhere does it require a proposed constitutional amendment be presented to the governor for his approval.
