OPINION
MURRAY, Justice.
On April 4, 1980, Valley Gas Company (the company), pursuant to the terms of G.L.1956 (1977 Reenactment) § 39-3-11, as amended by P.L.1977, eh. 236, § 2, filed with the Public Utilities Commission (the commission) a schedule of rates and charges which was to have become effective on May 5, 1980. The proposed schedule would have increased the company’s revenue by approximately $2,621,454.
