MEMORANDUM OF OPINION
CLEMON, District Judge.
On September 11,1980 the plaintiff Committee to Save the Fox Building filed the instant action, seeking preliminary relief against the impending demolition of a building by the defendant Federal Reserve Bank of Atlanta. As the building was scheduled for demolition within the next twenty-four hours, this Court set, for immediate hearing on the same day, plaintiff’s application for a temporary restraining order.
