KATZ, District Judge.

This is the first case to seek judicial review of a grant of immunity from antitrust law, by the Secretary of Commerce and the Attorney General, under The Export Trading Company Act of 1982, 15 U.S. C.A. §§ 4001-4021 (West Supp. 1985) (“The Act”). The Act is designed to increase United States exports through efficient export trade cooperation, without anticompetitive conduct in the domestic market.
