This is a pre-award bid protest case seeking injunctive relief under 28 U.S.C. § 1491(a)(3) (West Supp.1989).1 2Plaintiffs Bean Dredging Corporation and Weeks Marine, Inc. (hereinafter Bean, Weeks, or plaintiffs) are joint venturers who seek to enjoin the United States Army Corps of Engineers (Corps or defendant) from cancelling an invitation for bids, which contemplates the performance of maintenance *562dredging2 on the Mobile River in Mobile, Alabama.
