Petitioner Juan Romero-Hernández filed the present habeas corpus petition pursuant to 28 U.S.C. § 2254 on March 10, 2009, attacking the judgment and sentence imposed by the Commonwealth of Puerto Rico Court of First Instance, Utuado Part (“Commonwealth Court”).
