OPINION

CHRISTEN, Circuit Judge:

This case arises from a dispute involving Indian housing block grants made under the Native American Housing Assistance and Self-Determination Act of 1996 (“NA-HASDA”), 25 U.S.C. §§ 4101-4243. Since 1998, Crow Tribal Housing Authority (“Crow Housing” or “the Tribe”), 1 located in Montana, has received NAHASDA grant payments from the Department of Housing and Urban Development (“HUD”).
